I completely support such a program because it would lend vibrancy to the city and promote street activation. Additionally, it would also promote creative entrepenureship for potential new local vendors. Also, it would send the message to the urban-inclined that Worcester can be nimble, innovative and welcoming.
In Boston, there is a vibrant farmers market with ethnically diverse food trucks across from South Station. Locally, I would allow food trucks at/near farmers markets; at parks when there is a public event and other designated times (some food trucks in Los Angeles rotate through different locales on different days of the week and use social media to keep people updated); on Millbury & Green Streets on weekend nights (Thurs-Sat); along the Common or near the library frequently; in certain Cultural Districts or in conjunction with certain college events; and outside the convention center for certain events.
