I believe dogs should be allowed in parks. In all parks, people live all over the city and some don't have time or the means to travel just to walk their dogs. The city should make parks accessible to everyone.
In a park with a playground, the playground should be off limits to dogs. I know plenty of kids are afraid of dogs. And that park with a playground should be a leashed park only.
The other parks without playgrounds can be off leash during certain hours. Maybe after 6pm they can be off leash and between 8am to 2pm, when kids are in school. All the logistics can be worked out after this city ordinance is lifted.
A designated dog dog park would be amazing, a nice fenced in area where socialized dogs can socialize more. Within the fenced in area, they should have a fenced in area for senior dogs and puppies. That way they can socialize and not be overwhelmed by the active dogs. A seasonal or annual fee per dog would generate $ for the city and it should have an attendant. They can regulate which dog can come or not. Such as dogs who were aggressive and have complaints, they can be banned. And dogs who are not up to date on their shots. That way it'll also ensure dogs are licensed in the city.
I especially like the idea of dogs on leash being allowed in all or most parks during school hours and after 6PM and not near playgrounds. As long as every owner picks up.
We need one or more parks where dogs are free to be off leash too. I have a very active dog that needs to run.
