Since it is Halloween, it does make sense to have it be a costume party all day long, but it might be nice to tailor it towards Worcester's history with people dressing in colonial garb or as an historical Worcester personality. Of course, any costume will do, but it might give it an intentional flare.

Boston just opened its new Boston Market at the Haymarket subway station. Perhaps Worcester can do that for a day - almost like a farmer's market with wares from Worcester county. They'll be lots of vegetables and edible products, honey, chocolate, and Worcester area crafts. It will be a Harvest Festival with musical acts and artists.
