I think dogs should be allowed on leash in parks and that owners be responsible for removing g their waste. Unfortunately, some people will not do that and the park could become a real mess for others. I personally don't care for unleashed parks as you don't know the temperament of all the dogs there and problems could arise unexpectedly with aggressive behavior.
